Assign accountable roles

Set up the complete operating structure first with Set up an AI-DLC delivery pod. Then use this checklist for each feature.

1. List the five confidence claims.
2. Mark each applicable or not applicable with a reason.
3. Name the spec owner, technical boundary lead, design fidelity lead when applicable, evaluation lead and client counterparty.
4. Name evidence producers.
5. Prevent anyone from signing a claim they produced alone.
6. Assign release and production-readiness authorities separately.
