Why this stage exists
Engagements start on a roster of job titles and discover at Judge that no one holds the decision. A title is not a hat. The register assigns accountability by claim and decision right.
The supplied engagement has two vacancies. Finding them is the work of this stage.

From an engagement description to a named signer
One worked pass, so the shape of the work is visible before you do it on your own.
- List the claims this slice will produce. A headless slice produces four, not five.
- Assign each claim to a discipline family, then to a person in the cast.
- Apply the independence rule: no one ratifies a claim they authored alone.
- Mark every hat with no name against it and state what it blocks.
What this turns onOutcome delivery cannot proceed without a named outcome counterparty. Platform and data ownership, and controls and access, are named before delivery begins, not discovered during it.

No. The delivery lead owns cadence, reporting and commercials and holds no Judge signature. Accepting the outcome is the client counterparty’s decision, and an engagement that cannot find one is not ready to start.
